My ex husband has been Ordered by a court to Transfer the former martimonial house into my sole name. He is not complying with the Order. How can I appy to the court for a Penal notice to be issued?

Disobedience of a court order or injunction that has been served with a penal notice attached is a very serious matter and can result in the defendant being imprisoned for contempt of court.
If you used a solicitor ask them to deal with the matter and if you did not inform the court of the position.

I am representing myself ans was wondering how I can apply to a court for a Penal notice to be issued to my ex-husband
Look carefuly at the wording of the Court Order and see if there is a date by which he should have competed this transfer. It would be common for a Court to put a completion date on such an order. As soon as the date has gone by, you can let the Court know he has not complied, and they will take matters further, as he is ignoring a Court of Law, - not something he can get away with.
If you are satisfied the court order has been ignored return to the civil court that ordered the process and seeks advice from the staff who are usually happy to give non-legal advice.
