In the sort term, new traits among individuals (or sub-groups of the species) come about through 'mutation'. But long-term change comes about through the greater survival of those individuals (or sub-groups), i.e. 'evolution' [which appears to be the answer you're seeking].

I think the answer is Natural Selection - http://en.wikipedia.org/wiki/Natural_selection
Mutation is how species develop new traits. Darwin's theory of Natural Selection is about which traits persist and which simply die out. Evolution is the end result of Natural Selection.
bert, I don't agree. Anew trait can appear through mutation, but its development depends on natural selection. The original post asks about development.
