as a named driver on my partners fully comp policy I had an accident that was my fault. no injuries. I am in the process of renewing my own insurance on my own policy on a different car. Do I have to declare the accident on my quote for my insurance.

Yes again, it is fraud if you do not declare it and the insurance will be void so you will be driving uninsured.
