If it is was an offence, as I do not know how old the 'minor' was or what the age of consent was in SA at that time. In all honesty I think it will be a waste of time after 15 years and with the change of regime in SA since it happened, the law then was very diffrent from the law now. The only charge that could be brought in the uk ( if it had happened here) would be stuatory rape , but I do not even know if that was a crime in SA 15 years ago.
Whatever is decided, as I said it can only be reported and charged in South Africa not here.

It is possible to report a crime in another country but it is a bureaucratic nightmare and will only succeed if there is a system in place to transfer that crime to the country in which it was commited (such as Interpol). I don't know whether such a system is in place for SA so I would suggest you contact the South African Embassy for advice, should you still wish to proceed, although I think I know what the reaction will be.

South Africa is a member of Interpol so it should theoretically be possible to report in this country but the report would be transferred (via Interpol) to the area of SA where the 'offence' occurred for investigation.
I would still recommend seeking the advice of the embassy, it may even be possible to report it there and cut out the Interpol transfer which can take some time.

South Africa
Both the supposed crime and the perp live in South Africa
so it would have to be processed there.
It is a nightmare trying crimes in other countries and over a long time - look at the mess the british War Crimes Act made of things to wit no convictions and millions of spondoolies in lawyers pockets
