why is there a delay on digital radio? And how can they transmit the time 'bleeps' on time ?

"because the processes used in sending information are different." can hardly be called an explanation, vhg!
There is a delay because at the transmission end the signal must be converted from analogue to digital and then compressed, and at the receiving end it must be decompressed and then converted from digital to analogue.
