You could try a file sending site like http://www.yousendit.com/

I'd either upload it to somewhere like "yousendit" or "putfile.com" or if the file is less than 10mb and you want it to be visible only to one person, get yourself (I suppose, AND the other person) a gmail email address.
This way - a copy of the mpeg will always be stored on gmail's servers and you don't need to worry about backing it up to DVD/CD. My PC and house could explode and I'd still have lots of images and videos saved by gmail to be retrieved later on a completely new PC
