Initial thoughts, assuming your Desktop connects to the NetGear via WiFi, you could try deleting the Desktop WiFi configuration, reboot the system and then reconfigure WiFi settings again. The WiFi will most likely automatically detect the NetGear and request the WiFi access key that you will need to have to hand.
Check the configurations of all network adapters in the Desktop, including any Local LAN adapters and make sure all have IPv4 properties set to 'Obtain Network IP Address automatically' and also to 'Obtain DNS Server address automatically'.
If the problem persists:
What is the operating system on your Desktop?
Does your Desktop connect to the NetGear router via Wifi or direct network cable and does it get access to the Internet ok?
It would be useful to know the network adapter configuration settings of the Desktop, including the Wifi settings e.g. is WiFi configured in Infrastructure or Ad-Hoc mode?
What is the NetGear Routers network IP address?
Is the NetGear configured to act as a DHCP Server?

pinkyboyid seems to have given a much more knowledgeable & comprehensive answer than I could, but FWIW.
Seems to me your phone/pad must be connecting to the PC rather than the router. I think my first action would be to use your net browser to connect to the router's control page and check the settings. See if you can find a reason why the phone/pad isn't connecting directly. Were you ever asked to enter the router password/number when you first used the phone/pad ? If not that could be a clue.

Try typing http:// 192.168 .0.1/ as the address into your browser, see if it allows you to look at settings.
