It's not a particularly expensive call though. Calls to 0844 numbers are charged at various rates but 0844 847 numbers are 5p per minute at all times from a BT landline:

0844 numbers cost up to 5 p per minute from a BT line.
0844 numbers are revenue share numbers.
BT are currently regulated to make no profit from calls to 0843, 0844, 0871 and 0872 numbers. Therefore all of the money you pay for the call is passed on to the phone company of the business you are ringing. In turn, they may pass it on to the business you are ringing as cashback or they may use it to subsidise their phone service or may even just keep the money as extra profit.
Other landline phone providers add several pence per minute profit to the price of the call. Mobile operators add 25 to 40 p per min to the price of the call. You could be paying 45p per minute for a call that has only 1 p per minute reveneue share built in.

The "revenue share" and "BT's retail price for the call" are currently the same amount but the restriction on BT to make no profit on these calls will soon be lifted.
There are other major changes happening soon, in early 2013.
0870 wil return to being a revenue share prefix and align with the way that 0871 and 0872 work.
0845 has always been a revenue share proefix and will align with how 0844 and 0843 already work.
None of these numbers are "local rate", "lo-call rate" or "national rate".
0845 was "local rate" until 2005. Since then "local rate" does not exist. Calls to 01 and 02 numbers are the same price regardless of location. Additionally, most people have free calls of up to one hour duration to all 01 and 02 numbers. So, with local and national calls being the same price as each other if you have to pay for them, and most people paying nothing for them within inclusive minutes, you cannot describe 0845 as "local rate".
0870 was "national rate" until 2005. Now that 01 and 02 calls are free within inclusive minutes for most callers, "national rate" no longer exists. There's "geographic rate" to describe the price of calling 01 and 02 numbers, but you cannot apply that to 0870 because 0870 is NON-geographic. 0870 was revenue share until 2009. Revenue share is currently not allowed.
In the changes coming in early 2013, 0870 will return to revenue share and align with how 0871 and 0872 work, and 0845 will align with how 0844 and 0843 work.
