web template cannot adjust

Hi I brought a web template and need to adjust soem columns...however, it will not let me....I have tried various things and even typied in the figures but I think there might be something in the coding that stops it but I cannot see it...is there anyone able to do me a favour and have a look and see if you can adjust it for me...much appreciated...thanks
