No Entry Signs

Several signs have sprung up in my area,in various Streets, which say "No Entry,Except for Access"Why else would you Enter if it wasn't for Access? I might be missing something here,but I don't know what,would be pleased if anyone could enlighten me.
Answers
Access means accessing something in the actual street (house, shop or whatever). It does not include going down the street just to come out the other end.

No,everhelpful, not confused at all. I understood that it was referring to vehicles. The driver who enters, for example, just to park up and eat his lunchtime sandwiches, or who drives through without intending to do anything by way of accessing any place on the road, enters in breach of the conditions of entry and is a trespasser.
I live near to a very large hospital and many side streets and cul de sacs now have these signs up to stop people parking when they are at the hospital, rather than pay the enormous parking charges.
It annoys me. If there are no parking restrictions in place then I am just as entitled as you to park outside your house (providing there is no dropped kerb).
