The trouble with tramways is that they freeze the transport system routes for years to come. Take Dundee. The original tramway system was laid out to take people from high-density tenement housing areas to their workplaces in the many jute mills scattered throughout the city, and, to the centre of the city (for shopping and entertainment). After WWII, the tenement population were moved into big new housing estates on the city's outskirts. Result? The tramway system became redundant. It had to be scrapped and was replaced by buses.
