What I'd do, is turn the water back off and remove the pipe that you've just repaired. Get a bowl at the ready and get someone to turn the water back on slowly, whilst you catch any water that may (or may not) come out of the open end of the pipe.
If no water comes out, then your problem is between the stop tap and the new pipe..
If water comes out, attach one end of the new pipe to the end where the water will be coming from and then turn the water back on. If water doesn't come out and it came out before you attached the new pipe, then the problem is in the new pipe.
If water comes out and it doesn't come out of the taps when you re-aatach eveything, then the problem is somewhere between the new pipe and your taps.
I hope all this makes sense - it's just a process of elimination.
