If I am not mistaken, this is probably a place where you can connect your camera to your computer. The "DV out" probably means this is the port from where you are sending the digital recording. So if you are transferring a recording from your camera to your computer, you probably plug into the DV-Out of the camera and DV-In on your computer.
All the present DV video cameras should have DV out (Firewire or IEEE1394) to allow you to transfer footage to your computer (or to a DVD recorder if you get one). Some have DV in to allow you to send the video back to the camera onto tape. The reason for video out is to get the video footage onto the computer so that you can edit it and possibly 'fancy it up' (non-technical jargon). It is not the graphics card that has DV in - it is either provided on your computer or not (a lot of laptops now have the connection) - if you don't have a Firewire (DV in /out connection) then you need to buy and install a Firewire card (not too expensive now). Happy editing!
