If you want to stroll around doing the usual touristy things, then Spring is probably a good bet.

Avoid August as all the Parisians disappear off on holiday.

I love Paris in the springtime.
I love Paris in the fall.
I love Paris in the winter when it drizzles,
I love Paris in the summer when it sizzles.

That seems fair enough. Even in August - there's something to be said for all the Parisians having left town. It's always worth seeing.
