It's set to work automatically (unless you've set another one up, which you haven't), and to get to it go to Control Panel, then Security Center, and in that window click on Firewall (at the bottom). You should then see options, including exceptions. If MSN is listed there, make sure it has a check mark next to it, OK it, and the firewall will then allow it access (the earlier version was presumably allowed, but the newer one needs to be 'introduced' to the system).
