well it looks legit as the link take you to a https site which means its secure, but the best thing to do is dont use the link type in the address yourself and you and be sure you are going to the genuine site.

No it's not genuine. It's a scam. It would be addressed to you personally if it was genuine
I got this when I tried to pay with paypal while on holiday in Turkey, I could understand the reason but in your case to make sure send it on to [email protected] and await there answer.
I have had several of these, just ignore them. Paypal know your name, most of the scammers don't, so, as factor fiction said, if its not actually got your name on it, its a scam.
Log into your paypal account and I'm sure there will be no messages there or any indication that there is a problem.
Why would paypal write to you giving their address as [email protected]
Why wouldn't they mention your name?
Look a bit suspicious to me.

This is a fake email it is what paypall call a phishing attempt to obtain your personal details.Paypal will always address you by your full name never dear or client etc? Do not click on any links from your email address, if you are worried about your PayPal account always go the direct to the website www.paypal.co.uk to check everything is ok, delete it from your emails
Although the link in the email you pasted in appears to take you to the paypal secure site, what do you see when you go into the email and just hover over the link- it may be for another site
Any emails to me from PayPal are usually paypal.co.uk not com
Scam. Forward it to [email protected] then delete it without clicking any links.
Don't do anything. I get these and do not even have a paypal account.
the fact that the email address is not from paypal and there are 3 e's in speed scream...scam to me
If you ring Paypal at the moment they even have a recorded message about this latest bout of fake emails....

I just forward these to the PayPal spoof email address given above - if Paypal want to tell you anything, they'll either address you by name, or there will be a message on your PayPal account. NEVER open a link in an email you're not expecting....
