Disparity In Radiator Temperatures

Downstairs all radiators are hot to the touch evenly top and bottom.
Upstairs however at the top they are merely warm and at the bottom are hotter but not as hot as downstairs.
Does this sound like a simple issue of the upstairs radiators needing bleeding or something more?

It is noticably colder upstairs although we have only lived in this house for a couple of winters now I don't recall it being like this last year.
Our boiler is knocking on a bit and had to have some bits replaced late last year so maybe the pump is one for later this year...now that some warm weather appears to be finally on the way.
