Is it an offence to park on the pavement even with two wheels.I live near a school and every day people park on the pavement outside my house. I do not mind them parking there but the pavement is getting broken which I believe is a danger especially for elderly or infirm people.

It is, but sometimes it seems the best solution in a place where the planners have not provided the road width needed.

Surely it is just common sense. Pavements are not built to take the weight of cars only pedestrians . It could be classed as an act of vandalism because of the cost of repairing them.
your best bet is probably to contact the school

It is illegal to park on the pavement, even with only 2 wheels.

Thank you all for your help. The road that I live on is wide enough for four cars so perhaps I should speak to someone although I don't want to make a fuss.
Look it up in the Highway Code, then stick a copy on their window (not windscreen), use Pritt Stick or equivalent, but don't block their view out the window for safety reasons.
