Has anyone tried these courses and are they effective?

I've used the French course, and it's very effective. I didn't stick with it long enough (as is usual with me!) and so I didn't progress as much as I should have. But make no mistake, he has a great teaching method. When I get round to it, I'll start listening to the CDs again, and I'm sure I'll get more out of them next time.

Why don't you try your local library? That way you can try them, and if you don't like the method, nothing lost.
