Hi, I'm trying to sell my car and I had a voice message on my answer phone asking me to call back, which I did. It started 0709 and since found out that this isn't a valid mobile number, instead it's a premium rate call which I have to pay for.

As this is blatant fraud, do we not have any legal rights and can this eejit be prosecuted ? Thanks.

It is not a premium rate number. Premium rate numbers begin 09. Look here for further details
070x are PNS (Personal Numbering System) numbers and can cost anything from 5p per minute to upwards of 55p per minute.

Why is it blatant fraud?

The thing is I suppose it is up to you and in your control who you call on your mobile. Just because someone leaves a number and asks you to call back you need to ascertain what sort of number it is before you call. Having said that it is a bit sneaky, but in these days of fraud, identity theft and other scams one has to be vigilant.
