A controversial suggestion? maybe, difficult to implement? perhaps, but should it not be tried?
Germany are aware that up to 40 people have left Germany for Syria since the summer of 2012, I wonder if Britain is aware how many have also left for Syria?

It is not the matter of them going out there, it is the fear of what they could return as.

don't know if that is feasible, but suggest that anyone going to fight for the rebels stays there.
sandy, how do you know those same freedom fighters won't turn on the west when they have done trying to topple Assad, not to mention the lessons they will have learned from their brothers in arms in Syria, how to make bombs perhaps, and kill, is that what you want more terrorists on our streets.
