At long last it appears a tougher line is going to be taken:

As I began reading this I feared that one of the most important issues was going to be ignored yet again but, further in the article, there it is. Drivers WILL BE FINED for hogging the middle lane of the motorway. About damn time!

No, ^^^^ that's so Ribble Valley!
Some nice additions there, but unless they are enforced not much use.
The mobile phone ones are good, but I think it should include seizure and destruction of the device as well. Might concentrate their tiny brains a bit.
Anyone using a mobile phone whilst driving should have the device confiscated.
//because the inner lane is mainly used by vehicles joining or leaving the motorway...//

another example of the authorities not enforcing rules that already exist. in the UK, the rule of the road is give way to the right, not to the left. so traffic joining the motorway does not have priority over traffic already in lane 1; nor is traffic in lane 1 required to give way to joining traffic, nor to move to the right to afford joining traffic space to join.
Difficult to police, no one will think they will get caught, so little additional deterrence. Zero tolerance is no way to treat other human beings, no reasonable person wishes to live in a totalitarian state. Since motorway speeds are obviously believed to be too low by the majority, given the percentage who drive above them, is this just a ruse to get more money from the public and justify it be trotting out the old, 'you didn't have to disobey us so we're pretending its voluntary', mantra ?
"Round here the middle lane (of three) is the safest because the inner lane is mainly used by vehicles joining or leaving the motorway"
That maybe true "around here" but you can't apply that to the rest of the country.
Using a moblie whilst driving and caught, One month Ban 3 points, middle lane selfish basds, £100 3 points, to read up on motorway driving & a motorway rule course.
Don't we need some police about to enforce these laws? See people everyday texting whilst driving. Do not see police every day.
