Old Cartoon Character

There is a cartoon character, whose name I cannot remember and it's driving me insane. He was a tall, lanky guy with a very round head and a big nose. He also had very big eyes and a tiny top hat. He had dark hair, but not much of it. For some reason I just remember a patch of it on top of his head. He might have also worn glasses. Please help! I'm going nuts trying to figure this out. If you can find him, please let me know. pictures would help also. Thanks!

A good reference guide is Dennis Gifford's "Who's Who" of cartoon characters - fully illustrated throughout. It may be out of print, but you could find it in one of those places where they keep old books to lend.

It sounds like the "What No" character that was around during the war usually drawn peering over a wall with the phrase "what no bananas" or what ever there was none of. A derevation of the character appeared in the later versions of the popeye cartoon and had something to do with an army camp. I don't remember the name of it but it sounds as you describe with the addition of hairy fore arms.
