Stinky Loo

Just moved into a house and taken vinyl flooring and hardboard under sheet from the bathroom. There is a smell of urine which doesn't want to go away. There is evidence of moisture on the floorboards and we suspect the toilet must have been leaking over a period of time. We have aired the room and attempted to dry out the floorboards with a blow heater, but the smell is still there. We are loathe to put any flooring back down whilst the pong is there.
Any tips as to what we do next?

Buy some spray bleach, give the floor a going over with it, then after a day get the heater back onto it, leave the window open. If all this fails, then suggestion is to mask it. cover the floor with dpc membrane( poly sheeting) then lay flooring over that, caulk it around the edges and seal it with half round timbers.
I had to do this, and after a month the smell had gone.

Tony perhaps you meant baking soda? I was about to suggest baking soda also.
But, to think every time I go in that bathroom I'll be stepping on urine and who- know-what, I'll make the sacrifice and change the floor. Bleach might kill the germs and mask the stinky smell but in my mind it'll still be there.
