when will my son start school if he was born in July 2003?

Usually (if your area only does one intake a year) in the September following their 4th birthday, so in this case September 2007. However some areas I believe still do two intakes, so you need to check at the school he will be going to.

My daughter was born July 2003 and she starts preschool this September and will start reception year in 2007.

Depends on your Local Authority. Different LEA's take them into pre school at 3, some at 6months after 3rd birthday. Some dont take them until they are 4.
I would check with your local LEA.

Phone your local school. Not all schools in an area have the same admissions arrangements. If your school does one intake, as spudqueen says, it's Sept 2007. With two intakes your child would start Jan 08 and three intakes it would be after the Easter break 08. I work in a school office and receive calls like this every day!
