Council Flat And A Nuisance Tree.

Hi everyone.
I have a lovely ground floor flat with a picture window...and a bloody great sycamore in front of it. Both are owned by the council.
I have tried to argue that the tree steals all my summer light but to no avail. That's ok, I have nothing against trees.
Now I have a new and much bigger problem.
The tree is infested with millions of tiny (2-3mm) bugs. I have to have the window open to let my cats in and out and my home is now seriously infested with the things.
I know the insects overwinter and it is already unbearable and bound to get worse.
What can I ask the council to do about it legally?
I would like them to spray and pollard the tree but am I being selfish and going too far?

Is that the right department Methyl? I want to get it right.
What I don't want them thinking is that I'll go to any means to get rid of the tree...as I have asked the light issue to be looked at before, but I honestly don't mind it being there, I just feel it should be managed seeing as it is only about 12 feet away.

Yes.....as it is the council's tree it is their responsibilty......do go the environmental health route. It is perfectly reasonable for you to use the window and the infestation is not acceptable. Take photos and keep a disry of damage, cleaning required and any costs on your part. And then keep pestering them if they treat the tree ans the problem reoccurs. They are under no obligation to chop the tree down, but may be forced to trim/manage it if it is as bad as it sounds. I just chopped the one in my garden down and said nowt....no-one cared or reported it as it was sucj a problem. Good luck x

Unfortunately, the tree is not in my garden but on public land. It's very pretty and I hang bird feeders from it and get some lovely visitors (my cats don't know their arses from their elbows, spoiled brats), but I cannot move for the insects.
So far they are confined to the front room and kitchen but I put water down for the cats and in 20 minutes there's a dozen of them drowning in there.
