Freaky!! I had a conversation with a workmate about this just yesterday! Can't answer your question though! He said it must be a northern thing.

The word 'flyer/flier' has been used since the 1400s to mean someone who runs away...a fugitive. That seems to be a pretty accurate description of the people you are referring to! Perhaps this modern usage is just a renewal of that much more ancient meaning.

It means to get off to a flying start , from sprinting, to be already running at the off.
