And why are Belfast on alert? The alert is in Fermanagh, just about as far away from Belfast as it's possible to get in NI.

Because the protests are held in Belfast, Because the president was holding court in Belfast and because the IRA want to cause as much disruption as possible and that would be to hit Belfast!

Having said all that I reckon Fermanagh in 2013 was just about the safest place you could have to hold the summit anywhere.
I can see the obvious need for the precautions but I can't honestly see why in actual fact N Ireland's traditional terrorists would want to disrupt it.
Cameron and Obama even drove round the county together in the same vehicle.
