there are two long -time direlict properties in my area - surprising given the housing shortage in my area - how do i find out who owns them?

If the properties aren't registered with the Land Registry, it will be very difficult to trace ownership. If the properties are registered, however, it's really easy. The information is available online, here:
http://www.landregisteronline.gov.uk/
(You have to pay a fee but, at just �2 for each property, it's much cheaper than most of the government's online services).
