Why bother about his health and safety, why didn't they just say he was sane enough to allow himself to die?
They are not in the least bothered about his own or others health and safety they are just being 'bloody minded' in so much that they don't want him to be seen as winning.

One has to ask whether people who suggest Brady could locate Keith Bennet's body if he felt like it have ever actually been ona moor...never mind one they have not visited - other than very briefly - for almost half a century.
I am in no position to judge his sanity or lack of it, but I am delighted that he has been denied the opportunity he desires to commit suicide.
