Pop Title Request From The 1980S....?

Hi all

I'm trying to remember the name of a 1980s(?) pop song which is almost impossible to describe

It's unlike the "normal" pop tunes, and has an ethereal vocal line as well as an overlaid "hah hah hah hah" type track

Clear?

No, I bet not

But hopefully this is enough for SOMEONE to go on

I absolutely adored this, and have an old fashioned VHS video of it.
It had fabulous effects. It's like someone has a torch inside her mouth while she is singing.
