I thought he was way too young to be the killer, but it was 28 years ago so the age is about right. Too creepy looking, even in soapyland I can't see how even the desperate Eileen would fancy him - that lank greasy hair....ugh!

He wants redemption for his sin - and is building up to confessing to Emily.I believe he is genuine in soapland and he is almost on the point of confessing to Eileen - who I think from memory he does first.
