When I visited Borsigwerke in Berlin during a heatwave, the management changed the hours to 6 am start and 2.30 pm finish.
They did not have air conditioning installed as it was a long time ago.

I know that Borsig built steam locomotives, among other things, so no doubt it was a hot, uncomfortable environment. I have heard of UK companies changing their working hours, in a similar way, to give the employees a chance to get away from the heat of the day.
