FAILURE OF WINDOWS PASSWORD UTILITY

I suffered an unexpected crash of my PC at a time when I was restructuring the system.The system is now up and running but the Password Utlity no longer has the passwords prior to the crash.I have two Email Accounts which are interdependant.How many attempts at a Password can be made before an Account is blocked?

All providers can and will have different settings.

The two providers are Hotmail & Yahoo.Can anyone give any guidance,regarding access attempts, that will allow me to use a range of passwords to arrive at the one that will give me the access that I need to have?
