I was on an overground train, and this middle aged chap came wandering up the carriages, handing a little piece of typed paper and a small pack of tissues to all the passengers. The typed message said i am homeless and have no money... I would have said he was Chinese, but truly no idea, i was rather stumped...

josephine, whilst i admire your sentiments, there are agencies out there that do help, that offer beds for nights, hostels, though they may not be ideal, they are there, some people for whatever reason choose not to go there.
Some are alcoholics, drug users, some with mental health issues, it's very difficult to help some who don't want it. A good friend was like that, he lived on the streets and said that was his choice...

Very common to see this in Germany along with buskers that get into train cars and serenade you. I don't mind them personally :)

i have never seen this before, perhaps he didn't see it as begging, give money for the tissues, what is odd if he had no money, how did he pay for said tissues and indeed any train fare...

He's probably nicked the tissues and jumped the barrier. Once on the train he can ride up and down the line all day dodging the ticket collectors and changing platforms. He's likely to know which stations are more or less vigilant about ticket checking and gets off at one of those.
