New Public Footpath

we have received a planning application notice of a public footpath to built in a field behind our garden fence, is there any laws which say how near to private properties public footpaths can be built? From our back door to where the path will be is 30ft.

As there are houses that have the front door opening straight into a public footpath I would think not.
Since a footpath isn't a 'structure', I'd be surprised if planning laws are relevant. The application is far more likely to be one to make a change to the definitive map. There are no restrictions upon the proximity of public footpaths to private properties. (Lots of people have public footpaths running through their gardens. Millions of people live in houses which front directly onto the street, with a public footpath right outside their window).
