Does anyone know in which context the ancient country skills of 'tickling' and 'groping' been outlawed since 1975? I think it's something to do with trout poaching, but I'm not sure

Dead right Cavendish. Tickling a trout is a way of poaching it, and as such an offence. I assume groping is just another name for tickling.
