My friend has been informed by CSA that her ex husband is not liable to pay child maintenance because he is a naval reservist !! He has a full time job also. Grateful for any info

I think someone's got their wires crossed. Even full time forces personnel aren't exempt on the basis of their job.
I've just found a website that tells reservists they can claim for child care so I would have thought they'd be legally bound to pay maintenance.

That is rubbish someone has got the wires crossed somewhere.
I'm a bit confused, if his full time job is lieutenant, how can he be a reservist, or is it a non military lieutenant?
I think his reservist rank is Lieutenant , we do not know his full time job yet.
But as he is working full time he has to be liable for maintenance.
Had a good google about and it's not the first time this has come up on answer sites, from what I can make out his reservist pay is not assessed for the purpose of child maintenance, only the wage from his full time job. If he doesn't get paid by his employer whilst doing his reservist duties then he probably won't be liable for child support at these times, not helpful to the poor mother.
Students are exempt from paying maintenance through the CSA whether or not they work as well. This is the problem we had with my partners ex. He enrolled as a student, went to college 3 and a half days a week and still managed to work 30 hours a week, but paid her nothing.
