'Its now safe to turn off your computer'

I have a Packard Bell PC which is running Windows 98SE and on Monday I wiped the hard drive and reinstalled Windows from the master discs suppiled with the PC. Everything has been going fine - I've got a free things installed back on and downloaded a few critical updates from Windows Update. Last night I downloaded a few other updates, restarted my computer and then shut down the PC thinking I was finished with it for the night - but I got bored and decided to get some more things installed back on. I switched on the PC and it went through the normal loading sequence then a black screen appeared with the orange words 'Its now safe to turn off your computer'. This was when I was trying to switch the PC on. I've tried removing the files that I downloaded but that didn't help and I also didn't get round to downloading and installing any virus or spyware scanners. The PC can load up in Safe Mode no problem but not in Normal mode. Any suggestions?
