Sounds like the throttle cable is not returning properly, is there a spring return missing or is the cable twisted or kinked, may need a new cable? Try disconnecting the cable and rev the engine manually to see if it then works ok. Check that all manifold/carb nuts and bolts are tight and that air is not leaking past the gaskets and all pipes are clear.
