Laptop Wont Download Anything

Just recently my laptop won't download anything. Things like adobe, kaspersky, attachments on emails etc . Everything we have tried it doesn't work. All that happens is a yellow outlined tab appears along the length of the bottom of the screen that says something about a download, but then just disappears after a second or two......with no download.
The computer is also running slower than usual . we have tried a few things like opening in safe mode and cleaning and restoring that way. Defragging, system restoring to an earlier point.
Some suggestions point to malware and to download certain things like CCleaner but like I said we can't download anytyhing .
Any advice on this would be appreciated.

No I'm using my nexus 7 tablet to post this. The operating system is windows 7 and currently installed is internet explorer and Firefox.
I have done the system restore now and it seems to have made it worse. Things just don't open at all now and the browser just thinks about opening and then just automatically closing.

Try and get someone to d/l Malwarebytes free onto a usb stick for you.

Install on to your pc, then re-boot into safe mode and get malwarebytes to run a scan and delete any nasties.

Thanks for responses. Yes we definitely have a network connection. Didn't really have time to do the whole malware bytes thing.
We are in a bit of a rush to get it fixed as we need it for work so we attempted a complete system recovery wiping the whole laptop so its pretty much how it is when you first buy it. The problem we have now is that it doesn't connect to the internet and when you click on create new WiFi connection it comes up with no hardware found.
Do we need to connect the Ethernet cable to the laptop?

If you have now taken the computer back to basically Factory Settings then you can forget about being in too much of a rush to put everything back in order. There are going to be loads of Windows Up-dates to re-install and it is important for your Browser/Browsers to be re-installed to present editions. The last time I took a Laptop back to its original settings, it took me two full evenings of patience to up-date everything.
