What are RAR files pse. and can the be converted to MP3?

A RAR file is a compressed file and needs to be opened using winrar available on the net. It's not necessarily a music file.

another-view is correct. You need to download winrar. Search in google. This will uncompress your file into a music file which may already be mp3 if you are lucky.

WinRAR is used to shrink files down usually before they are emailed.

Just to add to the above,

Winrar will open RAR files (obviously!) but it is not free, 7zip will also open RAR files and is free
