A good 18v drill is what you need. To get the bit to initially "bite" into the plate, hold the drill at about a 45 deg. angle and then go vertically once it bites in. You don't need too much pressure.

I forgot to add to keep the plate filled with water for lubrication. Anyway, I'm off.

One of these will do the job and they're cheaper. It's a tile/glass bit.
