Use PVA on the crack first and then mix the filler up with either PVA neat or say 50:50 diluted.

It may work.

Perhaps identify why the crack is appearing in the first place? Is there overall seasonal building movement or is just shrinkage of materials?
You can get flexible filler now - it may be appropriate for this problem. The thing is, it stays a bit 'gooey' or rubbery, not quite firm like normal filler, so it's a bit awkward to work (to get really smooth, or to sand). Might be worth a try though.
one problem with filling a crack is that it should be opened up first as the filler doesn't get deep enough if scraped acroos the surface , so use the end of a small screwdriver and make a groove about 3mm min. and vee shaped and then les saisies mix

I think the problem is that there are two different material ie. the bick and the wood underneath the plaster. I will try Les saisies PVA idea
it's quite possible the problem has occured as your builder did not use scrim to bridge your joint before they plastered. The answer now is to open up the crack as the spook-kid said then refill with a good quality flexible filler, that should sort your problem.
The only way to even have a chance of stoping this is to first scrape out the crack then cut strips of sacking, paste these over the crack with ready made paste then one/two layers of filler on top.
If you spred the filler quite wide it shuold be neat enough.
Apply self adhesive scrim tape (available from any builders merchants or DIY store) over the crack and skim over with with at least two thin coats of easy-fill or decorators filler, sand down and re-paint the area, this will fix your problem.
