The walkway beside a canal is called a towpath because horses used to walk along them towing barges.

I'm not sure whether that answers your question tickety but it seems straightforward??
And so it is 'towpath' round the edge and move quickly = G (force) following IN ......... in the middle I think

TO WING means "to go with speed"


"reconstructed" gives TOWING


"walkway" gives PATH.


The whole is something "by canal"

Hiya tickety. I had spotted the WING inside an anagram of TOP HAT but, without the original crossword in front of me, I couldn't see the relevance of the phrase "in following".
