Driving me mad, but the lyrics come from a Breaks / big beat / D&B track

It is a man narrating in 70`s style newsreport about street punks, or punks on the street, and then it drops into a serious bassline, possibly mr scruff / midfield general / skool of thought type of big beat.

I heard it the other day, and I cannot get it out of my head it was from a mix cd, someone help me please !!!!
