WAP phone sites allow users to enter car registration numbers and get information on the car (colour, type etc) Is there such a site for normal internet users?

Don't know if there are any sites, but if you know the address of a WAP site that does it, you could download Opera Browser. It has WAP support over standard Internet. http://www.opera.com
