maybe there really was no case to be made. But inviting us to take their word for it doesn't seem like the best way forward.

Police : Ok - here it is. (hands over a single sheet of A4 with the words 'we did nothing wrong' on it).

Police watchdog : Thanks. It looks like you did nothing wrong then.

The investigation probably went something like that.
Savile didn't live in Scarborough, his mother did. He used to visit her every Sunday and drove back to Leeds through York where all the bikers used to give him grief because of his liking for young girls...................
Strange. Perhaps the officers concerned are all dead, but I thought that it was established that, in his early days in clubs, Savile bribed officers to 'forget' about his activities.

It is sometimes hard to prove things that are common knowledge. Especially as the 'crimes' were perhaps 40 - 50 years ago. It is difficult to believe Jimmy's activities went undetected all his lifetime. I had certainly heard of them 25 years ago, it seems inconceivable the police hadn't.
Then we have the problem of nailing individuals, gromit. "The police" knew, but which living individuals took bribes ?That's what you need. Otherwise you have the obvious problem that either the police didn't believe the victim or they did but realised that corroboration was required, as it was then, before they could charge anyone.
