"Cooling off" exists for purchases under Distance Selling Regulations (internet, mail order, etc.) and Doorstep Selling (i.e. at your home or otherwise away from traders' premises). For High Street retail purchases there is no such thing as statutory "cooling off" and if a retailer does offer a cancellation period it would be a goodwill gesture subject to its own Ts & Cs.
Furthermore, with the purchase of a contract phone (rather than a pre-pay phone), there is a commitment to using a certain network, at a certain tariff for a minimum period of time without any legal right to change tariff or cancel.
This is, of course, separate to consumer rights in regard of faulty goods and services.
