I don't play DVDs on my PC, so I can't really answer the first part of your question. (I will just mention, however, that many people claim that VLC is the best all-round media player:
http://www.videolan.org/ )

The second part of your question is simple to answer:
Right-click on the icon for your DVD drive (with a DVD in it!).
Select 'Explore'
Right-click on a DVD file.
Select 'Properties'
Under 'Opens wIth', click 'Change'.
Select your preferred media player.
Check that there's a tick in the box labelled 'Always open files of this type . . ."
Click 'OK'
Click 'Apply'
Click 'OK'

There is no "opens with" in properties on my computer
Another go! :
I believe that the file extension for DVD files is .VOB
(You should be able to check this by using right-click & explore as in my previous answer). Assuming that this is the correct file extension, try the following. (These instructions are for Windows ME. They might be slightly different for other versions of Windows):
Go to Start > Control Panel > Folder Options.
Select the 'File Types' tab.
Highlight 'VOB'
Click 'Change'
Select the program you want to use to view DVDs.
Click 'OK'
Click 'Apply'
Click 'OK'
